Transfer of civilian employee between Army, Navy & Air Force (MOD)

Can a Civilian employee of Army, Navy or Air Force (Ministry of Defence) get mutually transfer if both persons are willing for transfer. if yes then what is the procedure for that and which Rule/Policy is applied on this. also want to know is there any limit for the service tenure or any other requirement for mutual transfer. for example a UDC (BPS-13) in Pakistan Army (Gujranwala) is willing to perform his duties in Sindh as he is resident of Sindh and there is a UDC (BPS-13) in Pakistan Navy (Karachi) who wants perform his duties in Punjab as he is resident of Punjab and both are willing for mutual transfer so which rule will be applicable for them and what will be the procedure. will be waiting for the reply
