Additional charge.

I was assigned the additional charge of deputy registrar establishment by a permanent vice chancellor. The notification reads as follow. The charge of deputy registrar is hereby assigned to Mr. Haroon lecturer IMS in his own pay and scale till the appointment of a permanent selectee. As soon I assumed the charge the establishment section was closed by the teachers union and after one month the Acting VC assigned the said charge to another person without my resignation, revocation or else. I referred the case to NAB which stated that it is a procedural irregularity. The case was referred back to newly appointed VC but he has not taken yet any action. Moreover my charge assumption report has been removed from my personal file but the photocopies are available with me... Can I initiate a case against the University after lapse of a year.
