Need of upgradation promotion or redesignation

My name is Janas Khan working as curator cum field superintendent BPS_16 in the department of Geography University of Peshawar on 20th July 2000. I haven't got any promotion yet even there are certain precedents where the Post of curator had been upgraded in the department of Geology University of Peshawar after 6 years of service in BPS_16. I have applied so many times to the University's authorities (Vice Chancellor and Registrar) but still no posative response came from them. I therefore, request you to guide me a legal advice what should l do and how would you help me to solve my problem. Because after 18 years of service l don't get a promotion nor they have any service structure for my case.
